Inspect, Test, Report and Commission Electrical Systems in Dwellings
Aim
This unit will enable learners to develop the competence required to inspect, test, commission and certify or report on electrical systems and equipment in buildings, structures and the environment in accordance with approved industry practices, statutory and non-statutory regulations:
- The Electricity at Work Regulations
- The current edition of BS 7671
- Health & Safety at Work Act
- Building Regulations
Learning Outcomes
This unit is comprised of the following FOUR Learning Outcomes – full details below.
LO1 – Be able to confirm safety of the system and equipment prior to completion of inspection, testing and commissioning of single-phase systems in accordance with statutory and non-statutory regulations
LO2 – Be able to inspect single-phase electrical systems and equipment
LO3 – Be able to test and commission single-phase electrical systems and equipment
LO4 – Be able to inspect, test and report on the condition of an existing electrical installation.
Evidence Requirements
For Learning Outcome 1
You will be observed and assessed on both your involvement and experience in safe isolation procedures and competentancy when undertaking risk assessments, on two separate occasions.
For Learning Outcomes 2-4
You must provide auditable evidence sourced from a real working environment to illustrate that you can apply the principles and follow the procedures for the inspecting, testing, commissioning, certifying or reporting on the condition of electrical systems and equipment in buildings, structures and the environment in accordance with approved industry practices, statutory and non-statutory regulations and the assessment criteria for each of the learning outcomes.
There is an emphasis placed on the necessity to keep up to date with the latest standards, technologies and practices which relate to and affect the topics covered in this unit. This is in keeping with good industry practice.
You personally should be in as many photos/videos as possible.
Unit 113 – Inspect, Test, Report and Commission Electrical Systems in Dwellings
Learning Outcome 1
Be able to confirm safety of the system and equipment prior to completion of inspection, testing and commissioning of single-phase systems in accordance with statutory and non-statutory regulations
Assessment criteria
- Carry out safe isolation procedures in accordance with regulatory requirements for electrical installations
- Check for diverted neutral currents on PME installations
- Ensure the Health and Safety of themselves and others within the work location during inspection, testing and commissioning
- Check the safety of electrical systems prior to the commencement of inspection, testing and commissioning
Learning Outcome 2
Be able to inspect single-phase electrical systems and equipment
Assessment criteria
- Assess whether the safe system of work is appropriate to the work activity
- Carry out a visual inspection in accordance with the requirements of the installation specification, BS 7671 and IET Guidance Note 3
- Complete necessary inspections documentation in accordance with the BS 7671 and IET Guidance Note 3 making technical decisions
Learning Outcome 3
Be able to test and commission single-phase electrical systems and equipment
Assessment criteria
- Select the correct test instruments and their accessories for tests
- Carry out tests in accordance with the installation specification and BS 7671 and manufacturer’s instructions. Tests include:
- continuity
- insulation resistance
- polarity
- earth fault loop impedance/earth electrode
- prospective fault current
- RCD operation
- functional testing
- Verify test results reporting all findings to relevant persons, as appropriate:
- representatives of other services/colleagues
- customers/clients
- Complete in accordance with BS 7671 and IET Guidance Note 3:
- Electrical Installation Certificates and associated documents
- Minor Electrical Installation Works Certificates
- Complete the handover of electrical systems and equipment to relevant persons including the provision of accurate and completed documentation regarding the completed inspection, testing, commissioning and customer satisfaction
- Demonstrate to the customer/client that the operation of the circuits, equipment and components are in accordance with the installation specification and customer/client requirements
Learning Outcome 4
Be able to inspect, test and report on the condition of an existing electrical installation
Learning Outcome 4 must be undertaken in a real working environment on an installation having a minimum of six existing circuits that have been in operation a minimum of three years.
This assessment may be undertaken before new, additional or altered wiring is installed within the same building but is not valid if undertaken alongside an initial verification of any new parts of the installation.
Assessment criteria
- Collate the information that is needed to enable sampling to be set
- Agree and set samples with the client and other stakeholders based on the quality of information and systems and maintenance
- Agree extents and limitations with client and/or other stakeholders
- Carry out an inspection of an installation in accordance with the agreed sample, extents and limitations
- Carry out the necessary tests of an installation in accordance with the agreed sample, extents and limitations
- Report on the condition of an installation using the correct report codes and documentation
- Communicate findings of report to necessary stakeholders following completion of the report
